First Meting of the TRA Board

The first meting of the TRA Board was held on 19 October 2009, led by Mr. Ekrem Hoxha, Chairman and attended by TRA Board members.
In conformity with the best practices of institutional management, ten agenda points included discussions of important issues of regulator’s operation, priority assignment, and fulfilment of obligations and functions of TRA towards local and international institutions.



Participation of the TRA Board at the EPAP Meting

Invited by the Ministry of Transport and Telecommunications (MTT) the new TRA Board led by the Chairman, Mr. Ekrem Hoxha represented TRA in yesterday’s meeting of the subgroup Information Society and Media within the Infrastructure group. Mr. Hoxha confirmed that the Board has begun working and declared that the obligations and commitments from the Government policies and European Partnership Action Plan (EPAP) shall be considered a priority for TRA.
Mr. Ilir Imeri from TRA presented a detailed report on implementation of the EPAP on the telecommunications sector with a focus on:
-Market data, competition and plans;
-Personnel, TRA resources, including financial resources.
Mr. Hoxha emphasized that the TRA management and staff shall continuously engage to enhance the cooperation with institutional partners: MTC, Agency for Coordination, Development and European Integrations and other respective institutions.

 

Amendments to the Regulation on Frequency Spectrum Tariffing

Taking into consideration the efficacious management of limited frequency resources, uncertainty elimination that are created during tariffing process, with the aim to encourage and create facilities for telecommunications services providers and other interested parties, and based on the best practices of regional and European countries, there is a need to amend the Regulation on Frequency Spectrum Tariffing.
Therefore, the following amendments are approved.

Telecommunications Regulatory Authority (TRA) notifies all licensed companies and potential operators that no payment to TRA will be received without an invoice issued preliminarily by this institution.This billing change has been applied as a result of introduction of the Administrative Instruction 6/2007 on Unified Standard for Reference Numbers for the Collection of Public Revenues, issued by the Ministry of Finance and Economy. Invoices issued so far are not valid for payments, thus the old invoiced shall be standardized with the new invoices issued by TRA.
